Vintage, most likely handmade, 2 piece skirt and Sleeveless jacket / blazer / vest set. I believe from sometime between the 1940’s and 1970’s.
There is no size tag but based on actual measurements I believe it to be a women’s large or larger. Please go off actual measurements to ensure an accurate fit.
